In this case, it's not impossible she stole about the worst possible vehicle for someone to steal if they don't want to make the news.

Note that the vehicle in the impoundment lot doesn't have plates, and the process of impounding a vehicle doesn't involve taking the plates off it.

Also note that the individual in question had substantial chattels in said vehicle.
