There does seem to be a long stretch there where the outcome of the Nebula voting was fairly consistently counter-intuitive: for example, Moving Mars beat Parable of the Sower, Gun, with Occasional Music, Towing Jehovah, Temporary Agency, Green Mars, and A Night in the Lonesome October. I don't dislike Moving Mars but I don't rate it as high as the Butler, the Lethem or the Morrow (I have not read the Pollack or the Zelazny).

Well, published in Analog, the preferred SF magazine for quinquagenarian and sexagenarian engineers. It's been one long dark age for Analog since Bova left.

Some years ago I thought I might turn out to be a short story writer, and did some (in retrospect) half-hearted market research. Analog's submission guidelines just made me sad.

Do they actually require someone in each story to talk about the menaces of China or creeping socialism destroying America by getting everyone health insurance, and how everyone in space is superior to everyone not, or is that just a happy accident?

The Zelazny's rather lightweight - fun, but not even close to his best. I wouldn't be surprised if his health was a contributing factor to the nomination.
