This is a job for an engineer!
A seemingly unremarkable engineer at Britain's cutting edge Windscale atomic power plant, Hugh was on shift, 7 October 1957, which provided him with the opportunity to discover his prodigious resistance to environmental damage. Seeing a way to salvage some positive PR out of the debacle, the British government hired him to use his abilities in service of the state, as a "super-hero."
(He's a mutant, not transformed, but the PR guys thought the transformation angle was better)
Anyway, the idea is "1950s superheroes, all of whom are connected to nuclear power in some way": Radium Girl, who has two powers: the ability to turn the radium she drinks into intense heat, and enough regen to survive doing that, Ann Atomic, a brick (the only invulnerable part of her costume is the bikini she was wearing during her origin), this guy. Probably a political refugee from the Urals as well....
