I don’t know if there’s a term for space operas focusing on minor powers doing their best to co-exist with entities that could crush them without a second thought, although such a term would be useful.

I don't think there is one, but how about "secondary-state stories"? In the context of a hegemony, a secondary state is one subject to the dominance of the hegemon.

This was getting so much buzz and sounded like something I'd like that I preordered it. I've been trying to sample unknown-to-me authors because I've gotten bitten on some pretty popular books. Anyhow, I'm 35% through it and enjoying it a lot. I did not read the fan fiction version.

I keep wanting to mash it up with Elliott's Unconquerable Sun--maybe each one is a novel in the other's universe?

And yeah, it does have a bit of Vorkosigan vibe about it. But it's not a Miles book, it's an Ivan book!
