I don't think goats care if the other end of the leafy branch they are hauling off is X, for any X, as long as they can haul the branch in the first place.
Your rule sounds very convenient, especially when co-hosting a bonfire with a goat, but I have to wonder whether it is an over-generalization. Do you think maybe some goats care and some goats don't and you have to treat them as individuals?
They certainly do care that the other end of the branch is on fire; that makes it much more likely that the human they are tormenting will leap about and expostulate in interesting ways.
