Date: 2014-04-23 01:52 pm (UTC)The parking lot is for a mom & pop store. The van belongs to the owners of the store (and its lot). The photo was taken on Sunday, when the store was closed all day. The three cars in the lot are parked there illegally - the owners are overnight guests at the nearby apartment who are skirting the street parking requirements.
