That may be part of it, but I also see punctuation and accents that can't be explained purely by a one-off character shift.

ObAnecdote: my mom once got a mass mailing with a seriously creative spelling of her name. She eventually figured out that it was what you would get if you typed her actual full name, but with your right hand shifted one key to the right on the keyboard.

It looks like the character positions may be correct for the intended characters, which is leading to the weird gaps and "overstrikes". As for the punctuation... intended spaces are showing as exclamation marks, periods as slashes, commas as hyphens. I can't read the text clearly enough to make out the accents reliably. There may well be some other glitching in there, but I think that a one-character shift accounts for almost all of it.
