Trying for a Golden Age feel...
Origin Trained + 2 special (and he can trade power for 2 more). His powers could be gadgets but since I was just talking about Golden Age characters tied to mysterious Himalayan cities, so they're techniques)
Martin Moore: Goodfellow
Moore's wealthy parents tired of Moore's scandalous, self-indulgent ways. Therefore, military academy, followed by a short, glorious military career that revealed a prodigious capacity for violence, alas without any particular resistance to PTSD. Exiting service with new scars, a chest full of metals and a crippling case of shell shock, Moore turned to drugs, alcohol, and scandalous debauchery. In his last stupor, he had a vision of an enlightened being, the last teacher of Mu (or possibly Atlantis), projecting his mind from a lost city in Tibet (or possibly Nepal, although the Teacher can't rule out the Andes). Seeing the potential for something better in Moore while also understanding Moore's limits, the Teacher opted for the punching people path to the enlightenment stuff.
Waking to discover what was to Moore years of training was but minutes to his unsavoury companions, Moore resolved to put debauchery behind him, to selflessly serve society. Specifically, by adopting a colourful name and enlightening fellow miscreants with educational violence. Not a huge surprise to the Teacher, because the last six Americans he tried to enlighten also became crime-fighters of one sort or another. While Moore's companions were inclined to dismiss his vision as a hallucination, the fact Moore had somehow gained prodigious skills he had not had ten minutes before lends credence to his tale.
Feeling America's grim avenger niche was well served, Moore selected Goodfellow to evoke good cheer, and also goodness, then set off to become America's foremost laughing mystery man. Determined never to take another life, he leaves guns to those other guys. Instead he uses his fists and exotic martial arts to guide criminals and other miscreants towards a better way of life.
