Date: 2016-02-12 02:04 am (UTC)There were issues getting other jurisdictions' approvals (ahem, Waterloo). But at the end of the day, I believe the Ontario government essentially said, "we never actually said you can do this, and besides, we're preoccupied with the war, so let's put this on hold."
