My thought too. Either a maternal imprinting, or just a desire to stick with the flock to avoid being picked off by predators.

I'm guessing it's mistaken the boots for another penguin standing upright, some sort of threat display, and trying to chase them off.

Many years ago I had a tortoise that would try to rape anyone wearing brown boots. Not the brightest of animals...

Did it try to rape the person wearing the boots, or the boots themselves? I find the second easier to envision.
Male tortoises of most species have an all-hands-on-deck approach to mating. It's all that seems to work for them.
