As for Kitchener as a target, I said something relevant just after 9/11 when people were worried that the terrorists were going to strike locally next. "Really? Why? How many of these guys do you think could even find Oregon on a map?"

I think just after the attacks there was a very high degree of uncertainty about just what size of operation we were dealing with. Maybe al Qaeda had a sleeper cell preparing to strike in every city!

(At one point on the day itself I counted up the total number of hijacked planes that I'd heard of from various news stories, and came up with 8, plus a (nonexistent) car bombing at the State Department in DC. It's actually kind of remarkable that the amplification over reality was only a factor of 2 and change.)
