Ultimately, Mirren and Dench (and Idris Elba) can't afford to take a TV series at this point in their careers.

Older tougher women TV series actors abound, though. Zoe Wanamaker, though tiny, spits nails, as does the equally tiny Imelda Staunton. Celia Imrie can buckle a swash with the best of them. And, you know, everyone from Bad Girls (Sharon Duncan-Brewster, for instance, or Linda Henry).

I suspect that is a reaction in a younger actor to having spent their 20s doing nothing all the time.
