If you're astigmatic there may be good reasons to have it in glasses rather than a monocle - keeping the rotational angle right is presumably easier with glasses.
Ban was lifted, however, when it was pointed out that it also enabled the problem-solving and justice portions of the brain, at least in U.S. and British subjects.
The Charlie McCarthy syndome is thought to be unrelated to the monocle. It may be simply an unusual form of a speech impediment.
A fixed frame is better for keeping the lens at a constant distance from your eye (important for focus), with the right side up (important for astigmatism correction.) Monocles look cool, but tend to encourage squinting, which limits field of view and causes headaches.
