I like "the John M. Ford school of background exposition," and that feels like fair warning, but not all your readers knew Mike or are familiar with his work.
I suspect that I'm not up for a detective story where the reader has to figure out that much about the world the story is set in, while also following the charaters' investigation. On the other hand, I happily read the first few Rivers of London mysteries before stopping for no particular reason.
