>> This book devoted more pages than I would have expected to Jani’s deftness at navigating bureaucracy and paperwork.

As a fan of the series, I generally describe Jani as "Humanity's most deadly auditor." For some reason that doesn't excite many people.

Seriously though it's a thing most SF kind of overlooks- current-day technologies have made document fraud and forgery ever easier. Sometimes comic SF brings it up (Stainless Steel Rat, Retif), but it's relatively rare for SF authors to consider that "documents" in the future will be more than just bleached wood pulp and ink.

Bah. That cover has made me realise that, contra your review, the previous volume is not called Contact Immanent.
