Is there any circumstance where taking dex as the dump stat makes sense?

(My phone wanted that to be 'taking sex as the dump stat'...)

If you're building a tank who has so many HP or can wear such heavy armor that they don't need to worry about making reflex saves? (If those are things in 5e, which I'm not too familiar with.)

Saves are now directly tied to stats, so there are six of them -- so, sucking at DEX means, yes, sucking at DEX saves.

Heavy armor + con out the wazoo + fighting styles that let you smack things around while fighting defensively and/or in total defense?

A friend made a dwarf brawler, once, who operated on the above with the crane style feat chain. Extremely effective in melee, although she'd eat every fireball thrown at her.

Wearing heavy armor removes the connection between Dex and AC.
Thrown weapons allow Str for ranged attacks, with range limitations.
High Con/HP can sub in for many (but not all) Dex saves.

That leaves DX based skill checks. If you don't want any of those you are probably ok.

So, basically, the answer is "some kinds of tanks."
