I deduce from this bit
It might seem hard to imagine that humans would invent rockets and then never use them to settle other worlds, but Dr. Gott notes that past civilizations, notably China, abandoned exploration.
That if I check Kitchener's core, I will encounter no persons of Chinese origin. After all, once halted, never begun again. There can have been no Chinese diasporas after the treasure ships stopped going out.
