Playing with Icons

Nerd cut
So I rolled up an Icons character for practice and got a very narrow but amusing to me set of abilities that dovetailed nicely with an idea for a character I've had for a while:
Origin: transformed (which means you can boost one power or ability (stat) by two ranks)
Scamp! Kid Sidekick to the brooding Wrath (or he was, before Scamp! vanished
and before the Wrath retired to the Golden Age).
(origin transformed, two powers but the one I rolled counts as two. [added later] But the GM let me buy a power up from zero to two)

Born 1928. First appeared as Scamp! the Crime-Fighting Boy in January
1940. Somersaulted into a shotgun blast five minutes into his first
adventure. Although the Wrath claims he knew about the immortality before
taking the kid into a fire-fight, he's lying (note how he never mentions
Kid Fury (1927 - 1939), Wrathette (1926 - 1939), or Kid Fury II (1928 -
1939)). Scamp! has been mortally shot, beaten, stabbed, set on fire,
eaten by wolves, run down, shot into space, blown up and fed through
multiple wood shredders. He vanished in 19** but was recently discovered
in the concrete of the foundation of a business tower being demolished. He
is hoping to reenter the crime fighting scene.
(How did he get his powers? He wasn't born with them. Well, I cannot imagine it will ever matter)
It helps that the immortality makes it hard for him to incorporate new
long term memories (which is why his skills are so crappy) so the horrors
he has been exposed to fade quickly. He's an avid diarist (and ever since
the fire bomb he's kept the diaries in a pre-paid security box in a bank).
I have no idea what Immortality 9 does exactly. The description doesn't
seem to cover that:

Immortality doesn't have levels and is treated as 10 if a level is needed. Well, that gives me a +2 to apply to stats. I pick Willpower,
(I see his base being 6, which is very high for a human, and the eye-catching costume adding another 2)
Oh, never mind. Regen 2 is on the menu. I cannot resist regen.
Maybe 9 regens faster? I assume his costume was optimized by the Wrath to draw fire.

You do not age and cannot die. You still suffer damage, even to the point
of death, but you can recover from having your Strength reduced to 0.
Your body slowly regenerates lost parts so, short of atomizing you or
exposing you to a constant source of damage (in a volcano or the heart of
a star, for example), you'll always come back eventually.
If your Strength is reduced to 0 (or any other time you die and
recover), you lose all your current Determination and must accumulate
more starting from 0.

Willpower is a measure of the character’s mental strength and force of personality. When dealing with issues of will or using powers of the mind, this ability determines the outcome of the action.
It influences social interaction and making an impression on people. Your Willpower level also affects your Stamina, or ability to withstand damage.
