Given that all the esper powers are at their heart reality warping, teaching them all that effort can increase skill even though the evidence suggests there are hard personal limits may still work if there's a student whose personal reality includes effort increasing skill without hard personal limits. In fact, it probably works better the more espers believe it works.
If I've understood the rules correctly, ESP is something a person does on their own while magic is a collective effort. This should have interesting political ramifications in some nations.
Is it ever explained why people think having a Level Six would be a good idea or is this one of those Kwisatz Haderach dealies, where the researchers are so caught up in the work they've forgotten to wonder about consequences?
