I happened to catch a TV interview about this last night and was interested to notice that there does not seem to be a firm consensus on what is and what is not Northern Ontario (although that might have been simply to deny responsibility for having produced Mike Harris).

The rule of thumb the NOer used was that anyplace that was within a four hour drive of Toronto was not really Northern Ontario. I think he also said NO is really only the bits north of 50.

North Bay, which is about 4 hours, is indeed the cutoff.

The back side of the map. Including Sudbury and the Soo, which are on both sides of the map. Not Muskoka and Parry Sound, even though they are/were territorial districts instead of counties.
