Moon's villains tend to not only twirl their mustaches, but also hitch their thumbs into belts made of severed mustaches twirled together, swirling cloaks woven of removed mustaches.

That said, I enjoyed the Vatta's War books quite a bit, and would not mind reading them again sometime.

I have argued in the past that Moon's fantasy works better than her SF because in a fantasy world there can be a reason for having entirely black villains, i.e. the existence of entirely black gods.

It wouldn't bother me much except that I get the sense that she tends to view the real world in the same way.

I think that mustache metaphor got away from you a bit. A cape made of mustaches sounds kinda gross, not to mention itchy.

Even the Nazis generally avoided informative monologuing, although one could interpret Mein Kampf as a pretty big billboard.
