Not an expert on this by any means, but my understanding is that "hispanic" is a cultural description rather than a physical one - there are light- and dark-skinned South Americans, but they are generally described as hispanic.

Also, I think "Spaniards = White" might also be a relatively recent development. I'm pretty sure literature up until a certain point tied Spaniards pretty strongly to descriptors like "swarthy."
