World building tools

Does anyone here know anything about how GDW structured the game that led to the world design of 2300 AD?

The interview I was thinking of was a memoir of the actual progress of the game. It may have been on the old Traveller RT on GEnie, and thus lost forever.

A couple of months ago, I read something (I was sure it was on wikipedia, but now I can't find it) to the effect that they ran a home grown game from a 2000 AD starting point.
