How would you interpret

An email address that timed out during an attempted send? The email did not bounce. It just... I am not really sure what it did. But the timing out issue is at their end, not mine.

Depends on the specific error, but I might try the phone if it's within a day or two of being urgent.

Either a DNS issue, or a firewall issue.

That the host was unreachable for the stated time, or kept reporting problems with that specific username (Panix occasionally senda me "not responding, will try again" and then either the message goes through or I get a second message from the Panix server telling me that they are giving up).
