In one early issue there is a reveal that Lord Hikiji is human. ISTR Sakai saying in an interview that he soon regretted that decision. He didn't officially retcon it, though, which may be why Lord H so rarely appears on-screen, with his snake councilor Hebi doing most of the camera duty. When Lord H *does* appear, it is usually in a battle context, where his full armor and helmet can conceal his species.
Usagi is one of my favorite comics, and I highly recommend it.
Have you yet read the Senso miniseries? I think it would appeal to you for reasons beyond the usual ones.
