Regarding footnote 3: in fairness to GRRM, New Voices 6 does exist. Advance reading copies of NV6 were printed and sent out, then the book release was cancelled due to the collapse of Bluejay Books. This was not Martin's fault.

If you go to ISFDB (listed as The John W. Campbell Awards, Volume 6) you will find all of the stories have been published in one form or another except the 2 Bruce Sterling stories. (To read the OSC novella you will have to read an entire OSC novel, I did this decades ago, couldn't do it now) Based on Sterling's terse negative response when he was asked if his TLDV story would ever be published (“In a word, No.”) it seems likely that the only way to read the Sterling stories is to track down the ARC, since these are stories of a similar vintage.
