Minneapolis definitely used to feel more Canadian than Calgary. It has been a long time since I have been there so I don't know how much it has changed.
I don't think she'd score enough points to immigrate to Canada -- she's old, she's not well educated, and the only work experience she has isn't even on the National Occupation Classification list of jobs. She does speak fluent French though.
