Assuming 100 is the mean for IQ tests with 15 being the standard deviation, then roughly 13% of a large random group of people will have measured IQ's between 70 and 85. About 24% of the group will be between 78 and 92, so yeah, something between a fifth and a quarter of people living normal lives would have an IQ in the 80s.
