It was a vastly different era, and the big proponents of Operation Plowshare were counting on clean H-bombs. I read a bunch of the original testimony years and years ago, as well as a book by Edward Teller advocating it. Looking up Teller can give you a scary perspective of the era.
I grew up in Los Alamos. I met Teller. He was brilliant even in his very advanced age when I met him (1992), but he was also more than a little off based on even a naive HS kid's sense of things.
In retrospect, it would have taken a nuclear bombardment to deflate the ego and stop his...drive.
And, yes, he was borderline persona non grata in Los Alamos. And, yet, that still didn't stop him from coming anyways.
