I'm mad as hell and I won't take it anymore

Is anyone as outraged as I by the quota system that gives various magazines the same mix of short stories to novellas to serials to reviews to editorials every month? I say goodness should be the only factor and if it works out that the magazine is 1000 pages of poems one month and 10 pages of the editor talking about their cat the next, that's just the price we pay for FREEEEEEEDOM.
