I'm really hoping beyond hope that it's Malcolm Tucker's accent, flowery epithets and all. But we must remember the poor precious ears of the children!

Can somebody point me to a table of regional accents employed by actors playing Doctor Who? Or do they all sound like they come from the same location within Britain?

Historically it's been:

'Received Pronunciation' - Hartnell, Troughton, Pertwee, Baker, Davidson, Baker, Tennant*, Smith

Northern English - Eccelstone, McGann

Scottish - McCoy

* - he was effecting more of an estuary accent to be fair

Also, it's worth mentioning that Tennant is actually Scottish. In one episode he used his actual accent when the Doctor was pretending to be a Scotsman; he called himself "Dr. James McCrimmon," after the Second Doctor's friend Jamie.
