There might have been a Plan B in it as well; if the Mule didn't send Channis out on the mission to find the Second Foundation, but broke him for his knowledge on Kalgan in the first place, it might have served to persuade the Mule to head out to Rossem, giving the Second Foundation an alternate route to dismantle his empire behind his back.
