Because cats don't generally think of birds as predators, I'd guess? I think the thought process is something like, "Well, it's too big to eat, and birds are harmless otherwise, right?"
That said, I've heard of a lot more cat-eagle encounters that went neutrally than cats being eaten by eagles.
