Ah, Charlie beat me to it. "As you know, Bob, Turing's seminal paper started out with the example of telling a man and woman apart via their teletyped responses, so Bova's title and essay may have in fact been spot on, not implying that women aren't conscious."

This turns out to be set in the same universe as Vernor Vinge's Zones novels.
