Wave Without a Shore by C J Cherryh

A planet's most talented sculptor accepts the commission of a lifetime from his world's foremost political visionary, which would be more impressive if the planet wasn't a backwater devoted to a sophomoric philosophy.

I'm oddly fond of this novel. I first read it not long after it came out, and tried to explain the plot to another teen. I didn't do a very good job. "There are aliens who steal stuff at night and the humans totally ignore them," was about the closest I got.

Forty-plus years later, I still can't describe the plot very well. I would sum it up as "An exploration of why solipsism is not a viable life strategy."
