Amateur radio call signs are supposed to be globally unique (although they may be re-used eventually). But I don't know any expendable hams I'd test that on.

The rules did establish that you had to use the person's real name, by which the author apparently meant their legal name, or something to that effect. Obvious pseudonyms such as "L" are useless as far as the Death Note is concerned, much to Light Yagami's frustration.

But could you change your legal name, from something public to something less so? That was never touched on.
