I think Zindell's first book was based on his Writers of the Future award winning story, but I may be wrong. I know I had his Neverness for a long time and never got around to reading it.

IIRC they are set in the same universe, but only "based" in the sense that the events in the story occur a couple of generations before the novel in the same universe and are referred to therein.
