I look up "crime fighting otter" in Google and the only "reasonable" result seems to be an early love interest of Rocket Raccoon named Lady Lylla. Unless it also describes River Tam, who could be a SCOTTISH crime fighting semiaquatic mammal, as featured in Robert Burns's famous drunken poem, "Tam'sh a Otter".
