Assume that I've read everything by Arthur C. Clarke

If I was looking for a modern author whose fiction scratched similar itches, whose work should I look at?

Set Modern to post-1998 and assume that even if his career did start that late, Baxter is excluded.

You can get to half-a-billion people from where we are with the right set of tax laws. Actually, avoiding it may be a bit of a trick.

He did kill a lot of people in the run-up to RwR when a meteor impacted offshore of Italy. There's an unfortunate parallel there with later events in Clarke's life, in that if SPACEGUARD had been up and running, most of those deaths could have been avoided. In real life, Clarke was agitating for a tsunami warning system for Sri Lanka before the 2004 wave.
