It would make much more sense if the cool, misty monster lands were high uplands and the lowlands were the places too hot to live: given a high humidity situation, you can get wet-bulb temperatures unsurvivable for humans well below "entering transition to Venus conditions" (some parts of the world may be approaching such a condition _now_, at least for summer days sans air conditioning). But I guess the author preferred his humans seared rather than poached. :)
